FBR Revises Cement Price Benchmark to Curb Tax Evasion

 

The Federal Board of Revenue (FBR) has updated the minimum retail price (MRP) for cement for July 2025, aiming to ensure accurate sales tax collection and tackle under-invoicing practices.

As outlined in S.R.O. 1126(I)/2025 issued on Monday, the revised MRP will be determined using the average cement prices reported in Karachi, Lahore, Faisalabad, Peshawar, Rawalpindi, and Islamabad. These values will be based on the most recent monthly data published by the Pakistan Bureau of Statistics (PBS).

For taxation purposes, Rs. 25 will be subtracted from the average PBS price, and the standard sales tax rate—under the Sales Tax Act, 1990—will be applied accordingly.

This notification replaces the earlier directive, S.R.O. 746(I)/2025, released in April 2025.
