CDA Adopts Digital Payment System for Enhanced Transparency in Islamabad

The Capital Development Authority (CDA) has announced a transition to a cashless digital payment system to foster a more transparent and efficient financial framework.

During the fourth CDA Board meeting, chaired by Chairman Muhammad Ali Randhawa, it was decided that all payments will be digitized. The board's goal is to streamline payment processes and mitigate risks associated with manual cash handling.

Currently, payments for 165 services provided at the One Window Operation have already been digitized. Additionally, charges for water tankers and Islamabad Water accounts are now payable via QR code-based cashless transactions.

CDA officials confirmed that this transition will extend to all financial transactions, including fines from the Directorate of Municipal Administration (DMA), Environment, and Enforcement departments.

To further enhance financial management, the board has approved the implementation of the SAP double-entry accounting system within CDA. Officials were instructed to compile a complete record of CDA’s assets by the end of the fiscal year. Chairman Randhawa also called for a corporate-style financial report to be prepared, detailing the authority’s achievements and targets for the year.

For smooth implementation, CDA will sign a Memorandum of Understanding (MoU) with the Controller General of Pakistan next week for the SAP system. Additionally, a committee led by the Member Finance, along with the Director of Land, Director of Municipal Administration, and Director General of Building Control Section, will identify all CDA properties rented out in Islamabad.
