Senate Bill Seeks Age Limit on Vape Sales

Senator Sarmad Ali introduced the Electronic Nicotine Delivery Systems Regulation Bill, which lays out a comprehensive framework for the import, marketing, distribution, and sale of vaping products. Key provisions include:
- Minimum Age Requirement: Buyers must be at least 18 years old.
- Location Restrictions: Sales are prohibited within 50 meters of schools, colleges, and other educational institutions.
- Usage Ban: E‑cigarettes cannot be used in public transport, government offices, parks, or other public spaces.
- Advertising Ban: All forms of promotion—including TV, social media, and billboards—would be outlawed.
To ensure product safety, the bill caps nicotine strength at 40 mg/ml and mandates child‑resistant, tamper‑proof packaging with clear health warnings. Online retailers would also be required to implement strict age‑verification systems.
Violations of age or location rules could result in fines starting at Rs. 50,000, with harsher penalties for repeat offenders and illegal sellers.
The Senate committee has begun reviewing the draft, which will now be examined by relevant ministries before moving forward in the legislative process.
