
Government to Replace Meter Readers with Self-Reading App for Electricity Bills
In a major step toward digital transformation, Prime Minister Shehbaz Sharif has approved the gradual removal of electricity meter readers across all power distribution companies (Discos), excluding Karachi Electric. This move aims to enhance transparency and reduce billing errors by empowering consumers to submit their own meter readings.
To support this initiative, the government will soon launch a mobile application titled Apna Meter Apni Reading. The app will allow users to capture and submit their electricity meter readings directly from their smartphones. A soft launch is planned to identify and resolve any technical issues before the full rollout.
During a high-level meeting on June 17, 2025, the Prime Minister instructed the Power Division to ensure the app is accessible in both national and regional languages, including Punjabi, Sindhi, Pashtu, and Balochi. The government has allocated Rs. 316 million for a nationwide awareness campaign to educate users on how to use the app effectively.
The Power Division has been given one month to finalize a comprehensive implementation plan. Several digital tools will be introduced alongside the main app, including the Power Smart App, CCMS+, and Lineman Mobile Solution. These platforms will undergo rigorous testing to ensure reliability and user satisfaction.
A detailed Terms of Reference (ToR) has been developed, outlining the responsibilities of the Power Information Technology Company (PITC) and Multan Electric Power Company (MEPCO) in planning, execution, and monitoring. The Prime Minister has also directed that any savings from reduced administrative costs be passed on to consumers in the form of lower electricity bills.
This initiative is expected to improve billing accuracy, reduce human error, and build greater trust between consumers and utility providers.
